Yovana Gutowsky appeals the summary judgment granted in favor of defendant-appellee County of Placer. The district court found that Gutowsky's claims under 42 U.S.C. § 1983 were time-barred because they were not brought within the one-year limitation period applicable to such claims. Gutowsky challenges this ruling, asserting that because the discriminatory policies and practices were continuous violations throughout her County employment...
