This appeal arises from an action in the Montgomery County Court of Common Pleas, Juvenile Division. Nicholas Williams, a moderately retarded fifteen-year-old juvenile, informed his therapist that he had engaged in a brief sexual relationship with a nine-year-old girl the previous summer, while he was a runaway. A complaint charging Nicholas with two counts of statutory rape, an aggravated felony of the first degree under R.C....
