Claimant characterizes the commission's order as Noll-deficient and seeks relief consistent with State ex rel. Gay v. Mihm (1994), 68 Ohio St.3d 315, 626 N.E.2d 666. The court of appeals agreed with claimant's underlying contention, but did not invoke Gay. We affirm its judgment.
