Old Town Trolley operates buses modeled after turn-of-the-century trolleys. The buses take visitors to and from tourist attractions around the nation's capital. Double Decker, wanting to do the same with open-air, double decker buses, applied to the Washington Metropolitan Area Transit Commission for a certificate of authority. Over Old Town's protest, the Commission granted the certificate for a probationary period and attached conditions...
