Appellants Thomas and Barbara Lord ("Lords") appeal the decision of the Bankruptcy Court that the ninety day limitation of liability for water service charges set forth in Pennsylvania's Municipality Authorities Act, 53 P.S. § 306B(h.1), does not apply to a landlord's liability for delinquent water charges, when the municipality had no knowledge of the identities of the tenants and had no agreements with the tenants...
