Kane Land and Livestock Inc., appeals the Forest Service's decision to suspend a portion of its grazing permit for the years 1996, 1997, and 1998, as a sanction for the corporation's failure to comply with the terms and conditions of the permit. The suspension resulted from Kane Land and Livestock's action in taking 167 cow/calf pairs onto the Freezeout grazing allotment five days...
