Before the court is Defendant's Motion for Summary Judgment. For the following reasons, the motion is granted.

I. BACKGROUND

Plaintiff Alfredo Prado ("Prado") contracted polio at the age of three. The virus caused muscular atrophy in his right leg. At 18 years of age, Prado underwent corrective surgery to stabilize his right ankle. As a result, Prado states that he has "full range of motion...
