Peterson appeals the Public Utilities Commission's (PUC) Decision and Order (D & O) No. 13198, filed on April 4, 1994, dismissing his complaint against the Hawai`i Electric Light Company (HELCO) based upon the PUC's determination that HELCO's Pohoiki Transmission Line No. 2 (PTL No. 2) was in substantial compliance with PUC's D & O No. 10620.
