I. INTRODUCTION

This appeal arises from the denial of a claim by Gerald Crum for unused sick leave credit in the Teachers' Retirement System. The Division of Retirement and Benefits (Division) rejected the claim because Crum filed it after the statutory deadline. The Teachers' Retirement System Board of Directors (Board) and the superior court upheld the denial. We reverse, holding that the Division is estopped...
