This is a proceeding for judicial review of a decision of respondent Corrections Facility Siting Authority ("the Siting Authority") that approved a proposal by the Department of Corrections ("the Department") to build a corrections facility at the Rigdon Ranger Station ("the Rigdon site") near the town of Oakridge.
