TURNER, Judge.

Thomas Ord, trustee for GUAVA Trust, appeals a superior court summary judgment affirming Kitsap County's imposition of a six-year building permit moratorium on GUAVA's land. We hold that RCW 76.09.060(3) of the Forest Practices Act is self-executing, and that the County did not exceed its authority by imposing the moratorium. Thus, we affirm.
