This case originates in a suit filed by current and former inmates against the State of Arizona, the Department of Corrections, ARCOR Enterprises, Arizona Correctional Industries, and various individuals named in their official capacities. We will refer to the defendants collectively as "the Department." The inmates claim that they should have been paid the minimum wage for work they did as part of the Department's industries...
