In this appeal we are asked to interpret for the first time statutory procedures governing the dismissal of career teachers in Oklahoma. The facts are these. Kathy D. House ("teacher") was a career teacher at an elementary school in Independent School District 1-29, Muskogee County ("school"). An evaluation by the school's principal in November of 1993 placed the teacher on notice regarding several problems...
