On March 28, 1995, Darryl A. Dantzler was found guilty by a jury of distribution of PCP and marijuana, in violation of D.C.Code § 33-541(a)(1) (1993). Dantzler's trial counsel asked the court to sentence Dantzler pursuant to the "addict exception" to the mandatory minimum sentencing statute which was then applicable to Dantzler's PCP offense.
