In 1992, Stanton Park Development, Inc. ("Stanton Park") developed the Mountain Park subdivision in Carson City. As a condition of approval of the subdivision, the Board of Supervisors of appellant Carson City ("Carson City") required construction of a storm drainage detention facility.
