OPINION

EASTAUGH, Justice.

I. INTRODUCTION

Edward Krohn challenges the validity of emergency and permanent subsistence regulations adopted in 1994 by the Board of Fisheries, the Board of Game, and the Commissioner of the Department of Fish and Game. The superior court dismissed his claims on summary judgment. Because the issues Krohn would raise are moot, we affirm.
