The State Board of Architects (The Board or appellant) held a hearing on January 25, 1995, concerning James R. Clark (appellee), an architect. In a Memorandum and Order dated February 22, 1995, the Board found that Clark aided and abetted R. Thomas Vincent, an unauthorized person, to practice architecture and that Clark knowingly violated a provision of the Code of Ethics by signing and sealing drawings for which he did not have direct...
