This appeal involves applications for limited entry fishing permits submitted by Lorrie, David, Anthony, and LaRae Bartlett (collectively, the Bartletts). The Commercial Fisheries Entry Commission (CFEC) denied the Bartletts' applications and requests for an administrative hearing, concluding that because the Bartletts submitted their applications after the final deadline, it could not issue...
