Robert Ravenscroft was injured when the speed boat in which he was a passenger hit a submerged tree stump. The accident occurred on a lake created by a Washington Water Power (WWP) dam and regulated for safety by Spokane County (the County). Mr. Ravenscroft sued WWP and the County.
