Petitioner Eugene Harrington appeals a decision of the Industrial Commission Board of Review (the Board) finding him ineligible for unemployment benefits and establishing a no-fault overpayment to him in the amount of $5967 for unemployment benefits paid during the period for which he also received Social Security retirement benefits.
