The appellant, Glenn Jackson ("Jackson"), filed this appeal from the Superior Court's denial of his petition for a writ of mandamus. The issue presented by this appeal is whether Jackson, who is serving a life sentence with the possibility of parole, is entitled to conditional release by the Department of Correction ("the Department") under 11 Del.C. § 4348 ("Section 4348").
