Appellant Bernard Levi, now a prisoner at the Allenwood Federal Penitentiary in Pennsylvania, filed an action for negligence against the District of Columbia based on injuries he suffered while he was incarcerated at the Occoquan Facility, part of the District's correctional complex at Lorton, Virginia.
