CARROLL, Chief Justice.

This case arises out of a dispute over a workers' compensation insurance policy. Southwest-Tex Leasing Company, Inc., doing business as Advantage Rent-A-Car and Premier Parking, along with Walker Resources (collectively "Advantage") appeals the trial court's judgment affirming a decision of the Commissioner of Insurance ("Commissioner"). We will affirm the judgment of the trial court.
