OPINION

WILKINS, Associate Presiding Judge:

G.C. appeals the juvenile court's order terminating his parental rights to M.E.C. We affirm.

BACKGROUND

G.C. is the natural father of M.E.C. M.E.C. was born prematurely on July 19, 1995, with cocaine in her system. On July 20, 1995, the Division of Child and Family Services (DCFS) placed M.E.C. in protective custody at the University Medical Center and petitioned for custody based on neglect....
