[¶ 1] This appeal involves two cases that were consolidated for trial. In the first case, Jere Scola and five others contend that the approval by the Sanford town meeting1 of a tax increment financing (TIF) proposal violated the Freedom of Access Act, codified at 1 M.R.S.A. § 401-410 (1989 & Supp.1996). In the second case, Daniel Prime and five others contend that the Sanford board of selectmen's appointment...
