The primary question raised by this appeal is the sufficiency of the constructive notice received by the State of Louisiana, Department of Transportation and Development (hereinafter the "DOTD"), of a dangerous condition caused by problems with the signal light at the corner of Louisiana Highway 23 and Louisiana Highway 406 in Belle Chasse, Louisiana, which condition resulted in a July 21, 1994 accident between a vehicle driven by plaintiff Tyrus Whigham...
