Galen Decker appeals from the trial court's dismissal for failure to state a claim in his action asking the trial court to set aside an office lease entered into by the Kansas Department of Social and Rehabilitation Services (SRS) and KANSA Development Corporation (KDC).

SRS published notice of its desire to rent an office location prepared to its specifications for its field office in Liberal, Kansas. KDC's proposal to prepare and lease such office...
