SHARPNACK, Chief Judge.

Gregory Jackson, pro se, appeals the order of the Worker's Compensation Board ("board"). The dispositive issue raised for our review is whether the board properly concluded that Jackson's application for review was untimely. We reverse and remand with instructions.
