James E. Riney, Jr., appeals his conviction for fourth-degree misconduct involving a controlled substance (possession of three small "rocks" of cocaine), AS 11.71.040(a). One of the main issues on appeal is whether the police violated Riney's right to a speedy initial appearance when they took him to the police station following his arrest and held him for two hours before taking him to the magistrate.
