This is an action for declaratory and injunctive relief brought pursuant to 42 U.S.C. § 1983. Plaintiff Bar-Tec, Inc. is an Ohio corporation which owns an establishment in Columbus, Ohio known as Zeno's, which sells alcoholic beverages pursuant to a liquor permit issued by the Ohio Department of Liquor Control.
