[¶ 1] John Daley, et al.1 (Daley) appeals from the judgment entered in the Superior Court (Washington County, Alexander, J.) in favor of the State in an action challenging the constitutionality of the 1995 Amendments to the Maine Lobster Fisheries Act, 12 M.R.S.A. §§ 6301-6463 (1994 & Supp.1996) (the 1995 Amendments).
