Barbara Heinick, a tenured teacher in the Jefferson Parish School System, was dismissed on February 18, 1997. On March 17, 1997 Ms. Heinick filed a petition for writ of mandamus and for judicial review of her dismissal. She sought to compel the school board to reinstate her into active service and to provide her with pay retroactive to the date of her suspension.
