Hamilton, appeals from a summary judgment granted in favor of Mellon Mortgage Company ("Mellon") and from a dismissal in favor of the City of Houston ("the City"). Holder sued both Mellon and the City after she was sexually assaulted by a Houston police officer in Mellon's parking garage.
