Plaintiffs, Allstate Insurance Company ("Allstate") and Salli Welker, brought this action under the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671, et seq., alleging that Defendant's employee, United States postal worker Grover Plymale, negligently caused an accident between Plaintiff Welker's automobile and Plymale's postal truck.
