Appellee Russell Honerkamp sued appellant City of Brenham, Texas, for discharging him in violation of the Texas Whistleblower Act. See Act of May 4, 1993, 73d Leg., R.S., ch. 268, § 1, 1993 Tex. Gen. Laws 583, 610 (Tex. Gov't Code Ann. § 554.002, since amended) ("Act"). Following a trial to the jury, the court rendered judgment that Honerkamp recover actual and punitive damages, as well as costs, interest, and attorneys' fees...
