Roger Hannum's automobile dealer license was summarily suspended by the Washington State Department of Licensing (DOL). Hannum filed suit against DOL and three DOL employees claiming a 42 U.S.C. sec. 1983 violation of his due process rights. Hannum appeals the summary judgment dismissal of his claim against the individual defendants.
