VEASEY, Chief Justice:

In this appeal we hold that the Insurance Commissioner must comply with statutory procedures when establishing terms under which licensees of the Insurance Department may have their licenses suspended, revoked or reinstated. Since the Insurance Code and the Administrative Procedures Act set forth comprehensively the procedures to be applied, informal practices which are not incorporated in the Code...
