COOKS, Judge.

Appellants contest the district court's grant of a temporary injunction in favor of plaintiffs. They argue Concordia Parish is not the proper venue for this action and the trial court erred in enjoining the State from evicting plaintiffs before it actually initiated any proceedings. For the following reasons, we affirm the trial court's judgment.
