VANCE Justice.

Ben Markowski, the Marlin Fire Chief, and Herschel Bolden, the Captain of the Fire Department, sued the City of Marlin for violating the Texas Open Meetings Act. See TEX. GOV'T CODE ANN. §§ 551.001-.146 (Vernon 1994 & Supp.1996). In a bench trial, the judge found that the City of Marlin (city) had complied with the Open Meetings Act (the Act) and rendered judgment in the city's favor. Markowski and Bolden appeal...
