The City of Seattle Civil Service Commission et al. appeal the superior court's order granting summary judgment to Nigel Keiffer in his declaratory judgment action. The trial court ruled that the Civil Service Commission's failure to reach a decision within 90 days operates as a decision in favor of the employee.
