OPINION

YAÑEZ, Justice.

This is an appeal of a summary judgment order dismissing appellants' civil rights claims against the City of Weslaco. By eight points of error, appellants challenge the trial court's finding as to the constitutionality of the City's policy regarding access to misdemeanor complaints and the judicial, prosecutorial, and qualified immunities granted to the municipal court judge and city attorney.
