In this prisoner civil rights action, we consider challenges to provisions of the Prison Litigation Reform Act of 1995 ("PLRA" or "the Act"), Title VIII of the Omnibus Consolidated Rescissions and Appropriations Act of 1996, Pub.L. No. 104-134, 110 Stat. 1321 (Apr. 26, 1996). We hold that: (1) the provisions of the PLRA codified at 28 U.S.C. § 1915(e)(2) apply to cases pending prior to the Act...
