In this case, both plaintiff MCI1 and defendant City of St. Louis sought declaratory judgments and injunctions. The center of the dispute is St. Louis City Communications Transmission Systems ordinance 62,233. MCI claimed it is exempt from City's license fees, while City claimed otherwise.
