Jose Contreras appeals the district court's dismissal of his habeas corpus petition for lack of jurisdiction. The district court granted a certificate of probable cause, and we have jurisdiction under 28 U.S.C. § 2253. Because Contreras' petition was filed prior to April 24, 1996, this appeal is unaffected by the Antiterrorism and Effective Death Penalty Act of 1996, Pub.L. No. 104-132, 110 Stat. 1214.
