This action grows out of plaintiff's employment relationship with the Michigan Department of State Police. The second amended complaint asserts two claims. In count I, plaintiff alleges defendants' failure to promote him in 1992 was a breach of contract. In count II, he alleges defendants' failure to promote him in 1995 violated his rights under the Uniformed Services Employment and Reemployment Rights Act ...
