Appellant, the Department of Health, Division of Health Care Financing (HCF), filed a timely claim against the Estate of LaVerne J. Campbell (the Estate) seeking to recover Medicaid benefits paid on behalf of Ms. Campbell between April 1, 1994 and the date of her death, January 11, 1995.
