This is a consolidated judicial review of two matters in which the Employment Appeals Board (Board) determined that claimants1 were not entitled to unemployment compensation benefits. The Board held that, under ORS 657.200, claimants were disqualified from receiving benefits for those periods during which they did not work because of a labor dispute.
