This appeal arises from a dispute over money designated for the construction of roads in Wilson County. The funds were acquired by Appellee, Wilson County, through a letter of credit provided by Appellant, Douglas Risinger, and his partners as developers for the Elm Country Estates. Pursuant to a local ordinance covering subdivisions, Wilson County (the County) required a one-year letter of credit as security that the developers...
