JACKSON, Judge:

Joseph M. Wisden appeals the district court's order dismissing this action for lack of subject matter jurisdiction. We affirm.

FACTS

The material facts are undisputed. Wisden is a student at Dixie College. On April 19, 1995, Wisden parked his car in a handicapped stall on the Dixie College campus.
