Stanley Jones, an offender currently incarcerated at the Nebraska State Penitentiary, filed this declaratory judgment action against the Nebraska Department of Correctional Services; its director, Harold W. Clarke; and Nebraska State Penitentiary Warden Frank Hopkins (Appellants) to determine his rights under Neb.Rev.Stat. § 83-1,107 (Reissue 1994), which prescribes the manner by which an offender's sentence shall be reduced for good behavior...
